Mark Farley, J.D., Consultant

Mark has served more than 20 years as a human resources and labor relations executive for public and private institutions of higher education.

He has most recently served as the Vice President for Human Resources at the University of the District of Columbia, where he bargained to win back management rights consistent with the University's strategic plan and developed and implemented successful performance and risk management processes consistent with sector best practices. Mark has also served as Vice President for Human Resources and Legal Affairs at Delaware State University, where he helped lead the institution through times of drastic change and improvement.

He is a nationally recognized leader on complex collective bargaining matters, and he has presented nationally on higher education collaborative bargaining strategies in difficult economic times. Mark helps clients with the complex and diverse human resources and labor issues that stand between them and their vision of their institutions.

Mark holds a J.D. from the University of Baltimore School of Law, an M.S. in Human Resources Management from Wilmington University in New Castle, DE, and a B.S. in Liberal Studies from Excelsior College in Albany, NY.
